"Can't Crush Our Protests In Delhi By Cancelling Trains": Abhishek Banerjee To BJP

Trinamool Congress General Secretary Abhishek Banerjee Saturday asserted that the party cannot be scared off from its political programmes by summons by central agencies and vowed to go ahead with protests in Delhi against the withholding of funds for West Bengal's MGNREGA and housing projects for the poor by the federal government.

Mr Banerjee alleged the Centre is trying to "crush" the movement of the poor people of West Bengal in Delhi by cancelling trains and "deploying ED and CBI".

"But it (the measures) will backfire," the TMC parliamentarian said in a virtual address to party workers before the start of a 1600-km journey to Delhi by a convoy of buses.

"It is clear that they (BJP) want to teach people of Bengal a lesson as they voted overwhelmingly in favour of TMC in the 2021 Assembly polls and in subsequent bypolls. If this is BJP's way of revenge, a bigger and nastier blow awaits them in the 2024 Lok Sabha polls. In every single poll after it BJP will learn it the hard way," he asserted.

The 'Dilli Chalo' call has been given to realise Rs 7,000 crore which the state government claims is due to it for the rural works guarantee scheme to over 20 lakh labourers of the state, and for release of Rs 8,200 crore towards the Awas Yojana across the state.

Thousands of MGNREGA job card holders have arrived in Kolkata from various parts of the state to travel to Delhi to demand their dues, Mr Banerjee said.

"We applied for the trains on September 23 to take them to Delhi. But we were denied the permission ... You (the Centre) have cancelled the trains but you cannot break people's movement with such tactics. You cannot scare TMC by making ED, CBI send summons to it. You cannot crush the movement by the people of Bengal for their rights," he reiterated.

The Eastern Railways contended that it received the request from IRCTC and unavailability of rakes was the reason for the denial of the special train.

Around 4,000 people were supposed to leave for Delhi on special trains on September 30 booked by the party, TMC leaders said.

Mr Banerjee was summoned by the ED on October 3 in connection with the ongoing investigation into the cash-for-school job scam.

He said at least 50 central teams have so far visited Bengal and the state has furnished every detail with regard to the implementation of MGNREGA and Awas Yojana, yet "not a single paisa has been released".

In Delhi TMC will hold a peaceful sit-in by its MPs and state ministers at Rajghat on October 2, the birthday of Mahatma Gandhi and a peaceful rally of the MGNREGA job card holders the next day. Both the programmes will be live-streamed.

"The October 2 programme will be live-streamed in 3300 panchayats. The October 3 programme will also be live-streamed," he said.

Mr Banerjee, who is the nephew of TMC chief and Bengal Chief Minister Mamata Banerjee, said that the party had sought an appointment from the Union Rural Development and Panchayati Raj Minister Giriraj Singh to discuss the MGNREGA issue but was informed that he will not not be in his office on October 3.

"We have told them that in such a case we want to meet his deputy. The office has not said anything about it," The TMC leader said.

The chief minister, who was earlier supposed to attend the programme, might not travel as she was advised 10 days' rest by doctors after an old injury on her left knee reared up during her recently-concluded visit to Spain and Dubai.

With the US government just hours from shutting down on Saturday, Republican Speaker Kevin McCarthy pitched a last-gasp stopgap measure to avoid a closure that would throw into doubt everything from access to national parks to Washington's massive support for Ukraine.

The freeze of all but critical government services, set to start after midnight Saturday (0400 GMT Sunday) if lawmakers fail to reach a deal, would be the first since 2019 -- immediately delaying salaries for millions of federal employees and military personnel.

Congress has been unable to break the deadlock, largely due to a small group of hard-line Republicans in the House of Representatives pushing back against temporary funding proposals that would at least keep the lights on.

Speaker McCarthy called a vote Saturday on a fresh measure that would keep the government open for another 45 days at current spending levels, but without any aid for Ukraine -- a point of major contention for Democrats.

"I am asking Republicans and Democrats alike. Put your partisanship away," McCarthy said Saturday.

If the bill receives the significant Democratic support it would need to pass and overcome hardline Republican opposition in the House, the right-wingers have threatened to remove the speaker from his post.

"If somebody wants to remove (me) because I want to be the adult in the room, go ahead and try," McCarthy said, as he also sought to shift any blame for a shutdown on President Joe Biden.

If Biden lobbies against the latest stopgap, "then the shutdown is on him," McCarthy said.

The White House insists the real negotiation is between McCarthy and the hardliners who scuppered a similar temporary funding measure on Friday, underlying a growing sense of chaos inside the Republican party ahead of next year's presidential election.

"There are those in Congress right now who are sowing so much division, they're willing to shut down the government tonight," Biden said Saturday morning on X, formerly known as Twitter. "It's unacceptable."

The Democrat-controlled Senate had been expected to vote on its own stopgap bill later Saturday - one that does include funding for Ukraine.

While all critical government services would remain functioning, a shutdown would mean the majority of national parks, for example -- from the iconic Yosemite and Yellowstone in the west to Florida's Everglades swamp -- would be closed to public access beginning Sunday.

With student loan payments resuming in October, officials also said Friday that key activities at the Federal Student Aid office would continue for a couple of weeks.

But a prolonged shutdown could cause bigger disruptions.

A shutdown "unnecessarily" places the world's largest economy at risk, White House National Economic Council Director Lael Brainard told CNBC.

Risks that could percolate through the wider economy include air travel delays, with air traffic controllers asked to work without pay.

Treasury Secretary Janet Yellen warned a closure could also delay infrastructure improvements.

"In the immediate term, a government shutdown will only reduce GDP by 0.2 percentage points each week it lasts," said a report released Friday by the Center for Strategic and International Studies, a think tank, adding that a shutdown would "undermine the United States' overall credibility as a commercial partner."

The mess casts a growing shadow over Biden's policy of arming and funding Ukraine in its desperate war against the Russian invasion. For Republican hardliners behind the derailment of a new budget, stopping aid to Ukraine is a key goal.

Most Republican members of Congress continue to support US backing for Ukraine, but the shutdown will at minimum raise questions over the political viability of renewing the multibillion-dollar flow of assistance.

A 27-year-old man was arrested for allegedly attacking his live-in partner, who received more than 850 stitches, in north Delhi's Roop Nagar area over the suspicion that she was having an affair, police said on Saturday.

The accused has been identified as Rinku, a resident of Aligarh in Uttar Pradesh, they said.

On April 15, Bharat, a resident of Jawahar Nagar in Kamla Nagar, stated that his sister got married in 2011, but the couple started living separately due to some differences, police said.

Thereafter, she started living at Jawahar Nagar. Around six to seven years ago, his sister fell in love with Rinku, who was working at a footwear shop in Kamla Nagar, a senior police officer said. They soon entered into a live-in relationship.

They started living together at rented accommodation near Gur Mandi. However, their relation later turned sour and the two parted their ways. Bharat's sister moved to a paying guest accommodation in Kamla Nagar, the officer said.

On April 15 around 9.15 am, Bharat received a call from the PG that someone has slit his sister's throat. After reaching the spot, he found his sister in a pool of blood with severe injuries at her neck and all over her body, the officer said.

She was taken to Hindu Rao Hospital, where she got more than 850 stitches, police said.

The accused used random numbers of his co-workers to call his close relatives. Later, his location was traced to Shaper Industrial Area, Gujarat. A raid was conducted and he was arrested, Special Commissioner of Police (crime) Ravindra Singh Yadav said.

Rinku confessed to his involvement in the case, Mr Yadav added.

10 Years To 18: The History Of Age Of Consent In India

Even as the Law Commission recommended the government not to tinker with the age of consent of 18 years, this age in India has varied widely over a period of time, from 10 years in 1860 to 16 years for females till 2012.

The age of consent is the age at which a person is considered legally capable of agreeing to marriage or sexual intercourse.

This age is defined by statute and, at present, the age of consent for sexual intercourse is 18 years on the basis of POCSO Act.

However, prior to the POCSO Act in 2012, there was no age of consent defined separately for males and it was fixed by virtue of Section 375 of the IPC, which defines "rape". For females, the age of consent was 16 years till 2012.

Rape being defined as a crime that can only be committed against a woman, the age of consent for sexual intercourse was only defined for a female, under which the age of consent is immaterial and any sexual activity amounts to statutory rape.

On the other hand, there was no age of consent for males. In fact, the term "child" itself was not defined either under the IPC or the General Clauses Act, 1897.

Further, the age of consent defined for a woman by virtue of Section 375 of the IPC defining "rape", has had a chequered history with the age set at 10 years in 1860 to 18 years as it stands currently.

In the report submitted to the law ministry, the law panel gave a brief history of the age of consent in the country over the years.

In 1860, the age of consent for females stood at 10 years, the report said.

Thereafter, in 1891, the age of consent for a woman was raised to 12 years under Section 375 in the aftermath of the public outcry caused by the Phulmoni case.

Phulmoni was an 11-year-old girl who died of haemorrhage from a rupture of the vagina caused by her husband who had forced sex on her. The husband was held guilty of only causing grievous hurt by doing a rash or negligent act dangerous to life and sentenced to one year's rigorous imprisonment.

Thereafter, the age of consent was raised to 14 years in 1925 and to 16 years in 1940.

Up till 2012, when the POCSO Act was enacted, the age of consent remained 16 years for females and there continued to be no age of consent defined for a male.

However, the minimum age of marriage was 18 years for women and 21 years for men.

The marital rape exception in Section 375 has also witnessed changes over the years starting from 10 years in 1860 to 15 years in 2012.

The Figure For Different Countries

The UN Convention on the Rights of the Child defines a child as any person below the age of 18 years. However, the age of consent ranges from 13 to 18 years globally. The age of consent in Canada was raised from 14 to 16 years only in 2008 in light of increased incidents of teenagers being lured online.

In the US, the age of consent varies by state. Under the federal law, the age of consent in the US is 18 years.

In many states, in addition to age of consent, there is a minimum age requirement and the criminality of sexual intercourse with an individual who is above the minimum age requirement and below the age of consent is dependent on the age differential between the two parties and/or the age of the defendant.

The age of consent in Australia varies between 16 to 17 years depending on the state or territory. The age of consent in Japan was 13 years till 2023 while the age of majority is 20 years and the minimum age for marriage for a man is 18 years and 16 for a woman. 

In South Africa, the age of consent is 16 years even though a child has been defined as a person under the age of 18 years.

American soldier Travis King has returned to the United States after being freed by North Korea, a Defense Department official said Thursday.

"I can confirm that he has landed in the US," the official told AFP, without providing further details.

A US official previously said King would be taken to the Brooke Army Medical Center in Texas upon his return to the United States -- the same place that American basketball star Brittney Griner was evaluated after being released by Russia.

After a drunken pub fight, an incident with police and a stay in South Korean jail, Private Second Class King was being taken to the airport in July to fly back to Texas.

But instead of travelling to Fort Bliss for disciplinary hearings, he snuck away, joined a Demilitarized Zone sightseeing trip and slipped over the border.

Last month, Pyongyang confirmed it was holding him, saying King had defected to North Korea to escape "mistreatment and racial discrimination in the US Army."

But after completing its investigation, Pyongyang has "decided to expel Travis King, a soldier of the US Army who illegally intruded into the territory of the DPRK, under the law of the Republic," the Korean Central News Agency said Wednesday, using the North's formal acronym.

King's border crossing came with relations between the two Koreas at one of their lowest points ever, with diplomacy stalled and North Korean leader Kim Jong Un calling for increased weapons development, including tactical nuclear warheads.

The two Koreas remain technically at war because the 1950-53 conflict ended in an armistice, not a treaty, and most of the border between them is heavily fortified.

One of the last US citizens to be detained by the North was student Otto Warmbier, who was held for a year and a half before being released in a coma to the United States. He died six days later.

Around half a dozen American soldiers made rare defections to the North after the Korean War and were used for the country's propaganda.

Google Pixel 8 series smartphones are all set to launch on October 4, alongside Pixel Watch 2. The smartphone lineup includes Pixel 8 and Pixel 8 Pro. Both the handsets will be available for purchase in India starting October 5. Ahead of the launch, there have been several leaks regarding the upcoming smartphone series and the smartwatch from Google. A new report has now leaked the press renders of the Google Pixel 8 series and Pixel Watch 2, revealing the design and hinting at specifications of the devices. 

A report by WinFuture has revealed the press renders of the upcoming devices. The base variant of the smartphone series, the Google Pixel 8 is said to sport a 6.17-inch Full HD AMOLED display with a refresh rate of up to 120HZ, and a resolution of 2400x1080 pixels. Meanwhile, the Pixel 8 Pro will reportedly feature a 6.7-inch OLED display panel, with a resolution of 3120x1440 pixels. It too could offer a refresh rate of up to 120Hz.

As per the report, the Pixel 8 would pack 8GB RAM with 128GB and 256GB storage variants. It is said to be powered by a Google Tensor G3 SoC. On the other hand, Pixel 8 Pro would get three storage configurations: a 12GB RAM + 128GB storage model, another 12GB RAM + 256GB storage option and a 12GB RAM + 512GB storage variant. 

For optics, both smartphones would house a 50-megapixel primary rear camera. However, the Google Pixel 8 would house a 12-megapixel with Sony IMX386 sensor for ultra-wide-angle shots in the dual camera unit, while Pixel 8 Pro is said to get a triple camera unit which would include a 64-megapixel and a 48-megapixel ultra-wide-angle camera. For selfies, both models are expected to feature an 11-megapixel sensor. 

Talking about the price range, the Pixel 8 is expected to start at EUR 799 euros (nearly Rs. 70,200), while the Google Pixel 8 Pro could be available at a starting price of EUR 1099 (nearly Rs. 96,500).

Next in line is the Pixel Watch 2, which is said to feature a 1.2-inch OLED-based display. The company could use a Snapdragon W5 Gen1 chipset for the wearable. It is reported to pack 2GB RAM. The smartwatch would come with all smart features like optical heart rate monitor, oxygen saturation tracker, and a multi-purpose sensor. It could run Wear OS 4, and is expected to be backed by a 306mAH battery. The starting price of the Pixel Watch 2 could be EUR 399 (nearly Rs. 35,000).

Pilgrims will be able to have a glimpse of the idol of Lord Ram in his child form at the temple in Ayodhya definitely before January 26 and the first phase of construction of the grand temple will be completed by December this year, Chairman of Ayodhya Ram Mandir Construction Committee Nripendra Misra has said.

In an interview with ANI, Mr Misra said the ground floor of the temple has five mandaps, starting with the sanctum-sanctorum, where the deity would be installed.

He said the date of "pran prathistha" (consecration) has not been finalised yet.

"It is safe to announce through ANI that the pilgrims would be able to have a glimpse of Lord Ram in his child form definitely before January 26, 2024," Nripendra Misra said.

"I will not be able to give you the exact date because that would depend on the date announced by the Prime Minister's Office for the participation of PM on the last day of Pran Pratishtha, which has yet not been fixed. The date has not come from the Prime Minister's Office and we have to respect the decision of the PM's office in this matter," he added.

He was responding to a query about when the first batch of pilgrims will be able to visit the grand Lord Ram temple being built in Ayodhya.

Mr Misra, a former principal secretary to Prime Minister Narendra Modi, said people want to know when would the temple be completed.

"Their dream has come true. The temple is a reality. The temple will be completed in two parts, the first past- Phase 1 will be completed by December 2023. The first part will be the ground floor of the temple which is about 2.6 acres of land. The ground floor has five mandaps, starting with the sanctum-sanctorum, where the deity would be installed," he said.

"There are 160 pillars on the ground floor, and each pillar has 25 iconographical works of different forms. The work on the lower plinth, which tells Ram Khatha, that is based on carving on the stone and it is taken from Valmiki Ramayan, about 50 per cent of that would be completed," he added.

Supreme Court's verdict in 2019 on the Ayodhya dispute paved the way for the construction of a grand Ram temple.

Following the Supreme Court verdict, the Centre had set up Shri Ram Janma Bhoomi Tirtha Kshetra' Trust to take all decisions regarding the construction of a magnificent Ram Temple in Ayodhya.

The construction of the temple has been progressing at a steady pace under the supervision of the Trust. The idol of Ram Lalla will be in the sanctum sanctorum of the temple.

Prime Minister Narendra Modi laid the foundation stone for the construction of the Ram Temple on August 5, 2020.

The Delhi High Court Wednesday agreed with the contention of Akasa Air that the DGCA is not completely barred from taking action against pilots who violate the terms of their employment agreements.

However, the court did not grant any immediate relief to Akasa Air which sought direction to the DGCA and Union Ministry of Civil Aviation to take action against its pilots who have resigned without serving the notice period, saying it will first decide the issue of jurisdiction raised by the aviation sector regulator.

Justice Manmeet Pritam Singh Arora said since the Directorate General of Aviation (DGCA) has contended it has no jurisdiction to consider a representation made by the airline against the defaulting pilots under the extant law as it was a contractual dispute, the court will have to first decide the issue of jurisdiction before passing any other direction.

"There is no absolute restraint against the respondent from taking action as contended by respondent no. 1 (DGCA) and 2 (Ministry of Civil Aviation). To this extent, the court is in agreement with the submissions of the petitioner (airline)...", the court said.

The high court made it clear that during the pendency of Akasa Air's plea, in case a pilot acts in breach of the minimum contractual notice period, as specified in his or her employment agreement, then such an action will be at the pilot's own risk and remain subject to the outcome of this petition.

The high court passed the interim order on Akasa's plea seeking direction to the DGCA and the ministry to take appropriate steps (including by way of issuing necessary notices/ directives) to prevent any further violation of the Civil Aviation Requirement and other rules during the pendency of its petition.

Meanwhile, the court impleaded the Indian Pilots Guild and Federation of Indian Pilots as party respondents to the petition.

The court asked aviation sector regulator DGCA, Ministry of Civil Aviation, Indian Pilots Guild and Federation of Indian Pilots to file their replies to the main petition.

Fledging Akasa Air has filed the plea which said it is in a state of crisis following the sudden and abrupt resignation of 43 pilots, who left the airline without serving the mandatory notice period.

The airline and its CEO Vinay Dube approached the high court with their petition on September 14, seeking a direction to the DGCA to take coercive action against these pilots for their "irresponsible actions".

While pronouncing the order, the court noted the petitioners, at the outset, have stated they are not seeking any action against the 43 pilots who have already resigned and only want clarification of certain previous interim orders.

Akasa Air also sought an interim direction to DGCA to take appropriate action as per extant law for possible future infractions by the existing pilots of the airline.

The DGCA, in its response, told the court it cannot interfere in the employment agreement between pilots and Akasa Air.

It said it would be in the interest of the parties that Akasa Air complies with the mandate of the aviation regulator to maintain a limited schedule if it does not have the necessary number of pilots to maintain flight operations.

As per the Civil Aviation Requirement (CAR) 2017, while first officers (co-pilot) have to mandatorily serve a notice period of six months, the requirement for captains (pilot in command) is one year.

The DGCA, in its written submissions said, "The DGCA cannot interfere in the employment agreement between airline and the pilot which itself contains the mechanism of termination of pilots... ". It urged the court to dismiss the airline's petition with costs.

Regarding the airline's claim of cancellation of about 600 flights since June owing to the resignations, the regulator categorically denied the company provided it any documents or reasons for the same.

It added that as per the details submitted by Akasa Air, 1.17 per cent of its flights were cancelled in August, 2023.

The regulator said in case of major cancellations due to any reason, which is inclusive of pilot resignations, the regulator ensures the passengers are minimally inconvenienced and that appropriate protection is provided to them in the event of flight disruptions.

The Indian Pilots Guild and Federation of Indian Pilots in their written submissions opposed the airline's petition, saying it was indulging in the practice of forum shopping by engaging in multiple litigations as it has already filed a civil suit against the pilots in the Bombay High Court.

The Federation of Indian Pilots said the airline has failed to demonstrate that the alleged cancellation of 600 flights in August was solely attributable to resignation by pilots and added that it be treated as unsubstantiated, bald averment.

The airline, which operated its first commercial flight between Mumbai and Ahmedabad on August 7, 2022, has hit turbulence following the resignation by its pilots.

SNV Aviation Private Limited, which flies under the brand name Akasa Air, has sought a direction to the DGCA to take coercive action against pilots who failed to comply with the mandatory notice period requirements in terms of the CAR 2017.

The airline, in its plea, said it has not been able to secure any efficacious remedy to protect itself and the public from "reckless and irresponsible" actions of certain pilots and added it was deeply aggrieved by the "callous" conduct of the pilots whose actions are blatantly in the teeth of the 2017 CAR and the contractual arrangements with the company.

It said with every such "illegal" resignation, that is conveniently carried out by the pilots without consequence, other pilots are encouraged to follow the same course of action which is clear from the ever-increasing number of pilots who have resigned since the first resignation in June 2023.

The plea said the airline officials met DGCA representatives several times to explain their difficulties but failed to receive any response or assurance from the authorities after which it gave a representation to the Minister of Civil Aviation but no action appears to have been taken.

Joe Biden Joins Protesting US Auto Workers, First For Sitting President

US President Joe Biden joined striking auto workers on the picket line in Michigan Tuesday in a historic first for a sitting US president, a day before rival Donald Trump makes his own bid for the blue-collar vote in the battleground electoral state.

Wearing a baseball cap with the logo of the United Auto Workers (UAW) union, the 80-year-old Democrat told banner-waving employees through a megaphone that he was on their side.

Republican Trump will visit Michigan on Wednesday, turning the strike into a bitter early confrontation between the two top candidates for an election that is still more than a year away.

Biden told workers that the "Big Three" automakers -- Ford, General Motors, and Stellantis -- were "doing incredibly well, and guess what, you should be doing incredibly well too."

"You deserve the significant raise you need and other benefits," he said to cheers from the crowd.

White House Press Secretary Karine Jean-Pierre described it as a "historic" trip.

"Today will mark the first time a sitting president has visited a picket line in modern times," Jean-Pierre told reporters aboard Air Force One. "This is an important message to America's auto workers."

The UAW's outspoken chief Shawn Fain greeted Biden on the tarmac in Detroit and accompanied him to the picket line.

For Biden, facing concerns about his poll ratings, his age, and the economy, the trip is a golden opportunity to woo working-class workers and union members.

'Huge'

"That is huge," auto worker Patrick Smaller, 56, said about Biden's visit as he stood on the picket line outside a massive Ford plant in Wayne County, Michigan on Tuesday.

"He believes in what we stand for."

As cars and trucks honked in support, another worker, Tiara Conner, said Biden's visit was "great". 

She said she was "not surprised" that Trump was visiting too, adding: "I just hope that he (Trump) is also here for the right reasons and standing in solidarity with us." 

The current and former presidents are both targeting the blue-collar vote in Michigan, a key swing state that Trump won in 2016 and then Biden flipped back in 2020.

But their messages there are very different as they look towards a rematch next year.

Biden has consistently talked up his pro-union credentials, and an endorsement from the United Auto Workers (UAW) union helped him secure the presidency three years ago.

"I always support the UAW", Biden said on Monday.

Trump however will be focusing on winning back the working class voters who helped propel him to the White House in 2016, rather than unions with whom he has long had difficult relations.

'Take your jobs'

Trump has focused on attacking Biden's drive to fund a shift to more environmentally friendly electric vehicles, saying it is driving jobs abroad.

"Remember he wants to take your jobs away and give them to China," Trump wrote on his social media site Truth Social.

Trump also accused Biden of copying his plans and of "pretending" to be a picket.

However, Biden says his push for electric vehicles is part of a plan to bring manufacturing jobs back to the United States and put the country in the lead of a global race to develop green technology.

Jean-Pierre said Biden was "fighting to ensure that the cars of the future will be built in America, by unionized American workers in good paying jobs, instead of being built in China." 

Biden's Michigan trip carries a political risk as he must tread a fine line between backing the workers and trying to end a strike that is costing the economy billions of dollars.

The White House deflected a barrage of questions about whether Biden was taking sides in the dispute, saying the president wanted a "win-win" agreement and would not get involved in negotiations.

Interpol Issues Red Corner Notice Against Wanted Khalistani Terrorist Karanvir Singh

The International Criminal Police Organization, commonly known as Interpol, on Monday issued a Red Corner Notice against Karanvir Singh, a member of the banned terrorist group Babbar Khalsa International.

Interpol updated its website by putting out a Red Corner Notice for the Khalistani terrorist.

Singh is believed to be hiding in Pakistan and was a member of the pro-Khalistan terrorist group Babbar Khalsa International, intelligence sources told news agency ANI.

As per the Interpol portal, 38-year-old Karanvir Singh has roots in Punjab's Kapurthala district.

Further, according to Interpol, Singh is wanted by India for criminal conspiracy, murder, offences related to the Arms Act, and Explosive Substances Act, raising funds for terrorist acts, conspiracy, and being a member of a terrorist gang or organisation.

A Red Corner Notice is a request to the law enforcement authorities of Interpol's member countries to find and temporarily detain a person until extradition, surrender, or a similar legal process can take place.

Earlier, Interpol issued a Red Notice to all member countries against gangster Himanshu alias Bhau, who is believed to be living abroad.

Giving details, a spokesperson of Haryana Police said Rohtak Police succeeded in getting a Red Corner Notice issued against a most wanted accused, who is believed to have fled abroad.

The Red Corner Notice against the wanted pro-Khalistani terrorist comes amid a diplomatic spat between New Delhi and Ottawa in the wake of Canadian Prime Minister Justin Trudeau's claim of an India hand in the killing of Khalistani terrorist Hardeep Singh Nijjar.

New Delhi dismissed the allegations, calling them 'absurd' and 'motivated'.

At a news conference in New York, the Canadian PM, however, failed to present any evidence to back his claim of Indian involvement in Nijjar's killing. Trudeau was repeatedly quizzed on the nature of the allegations but stuck to reiterating that there were "credible reasons" to believe that India was linked to Nijjar's death.

"There are credible reasons to believe that agents of the Government of India were involved in the killing of a Canadian on Canadian soil. That is ...there is something of utmost foundational importance in a country's rule of law in a world where international rules-based order matters," Trudeau said.

"We call upon the Government of India to take seriously this matter and to work with us to shed full transparency and ensure accountability and justice in this matter," the Canadian PM added.

According to CBC News, the Canadian government invested both human and signal intelligence in a months-long investigation into Nijjar's death. That intelligence includes communications involving Indian diplomats present in Canada.

The Ministry of External Affairs on Thursday, however, said no information has been shared by Canada with regard to the killing of Nijjar.

"We are willing to look at any specific information that is provided to us, but so far we have received no specific information from Canada," Arindam Bagchi, the spokesperson for the Ministry of External Affairs (MEA), said during a briefing.

A designated terrorist in India, Nijjar was shot dead outside a Sikh temple in Surrey, British Columbia, on June 18.

After a string of videos of couples getting intimate in coaches of Delhi Metro surfaced online, another similar clip has surfaced on social media, angering a section of internet users. In the undated clip, a couple can be seen hugging and kissing near the automated doors of a moving metro train.

The video claims that the incident occurred near the Anand Vihar metro station. It is to be noted that the Delhi Metro Rail Corporation has repeatedly urged passengers to not indulge in such activities and act appropriately inside the train. NDTV cannot verify the authenticity of this video. 

The video was captioned as, ''Another emotional video of Anand Vihar #delhimetro (OYO).
Maybe we have forgotten that love is blind, people are not.''

The video has enraged many social media users who urged the DMRC to take action on the matter. Others questioned the idea of filming the act and circulating the couple's video without their consent.

One user wrote, ''Shows the couple's immaturity - could have avoided unwanted attention. And discussing it for a long time is also unnecessary.'' Another commented, ''This is become regular in Delhi? why? looking very very awkward.''

A third said, ''Seriously what's wrong if they are kissing each other and not disturbing anyone else, looks like people like you have no other work than interfering in other people's lives.''

In May this year, the Delhi Metro Rail Corporation said that it had decided to strengthen patrolling at stations and inside trains by uniformed security personnel and staffers in plain clothes after a string of such videos caused controversy. 

The Delhi Metro also requested commuters to report such incidents to the "nearest available metro staff/CISF immediately so that appropriate action can be taken".

 A few months back, a video of a young couple kissing each other while sitting on the floor of a metro coach went viral on social media. The DMRC in a statement said that it "expects its commuters to behave responsibly while using the Delhi Metro and follow all social etiquette and protocols which are acceptable in the society".

"Commuters should not indulge in any indecent/obscene activity that may cause discomfort or could offend the sensibilities of other fellow commuters. DMRC's Operations & Maintenance Act in fact lists out indecency as a punishable offence under Section 59," it said.

Two newborns died at a private clinic in Shamli district on Sunday allegedly because they were kept in a room that was too cold, police said.

The families of the newborns alleged that the owner of the clinic -- Dr Neetu -- on Saturday had kept the air conditioner on overnight because he wanted to sleep well. The babies were found dead the next morning.

SHO (Kairana) Netrapal Singh said on a complaint filed by the families of the children, a case under section 304 (punishment for culpable homicide not amounting to murder) of the IPC has been registered against Neetu.

He has been arrested, the SHO said.

Meanwhile, the health department has ordered an inquiry into the incident.

Additional Chief Medical Officer (ACMO) Dr Ashvani Sharma said strict action will be taken against those found guilty in this case.

According to the complaint, the babies were born in the government primary health centre in Kairana on Saturday and later shifted to the private clinic on the same day.

They were kept at the phototherapy unit for treatment. Dr Neetu switched on the air conditioner for sleeping on Saturday night, and both the children were found dead the next morning at the unit when their families went to see them, they said.

The families of the victims protested over the incident and demanded strict action against Neetu.

Russia's Foreign Minister Sergei Lavrov said on Saturday that Ukraine's proposed peace plan as well as the latest UN proposals to revive the Black Sea grain initiative were both "not realistic."

Lavrov spoke at a press conference after a week of intense global diplomacy at the annual gathering of world leaders at UN headquarters in New York where Ukraine and its Western allies sought to drum up support for Kyiv.

"It is completely not feasible," Lavrov said of a 10-point peace blueprint promoted by Kyiv. 

"It is not possible to implement this. It's not realistic and everybody understands this, but at the same time, they say this is the only basis for negotiations."

He said the conflict would be resolved on the battlefield if Kyiv and its Western allies stuck to that stance.

Lavrov added that Moscow left the Black Sea grain initiative because promises made to Russia - including removing sanctions on a Russian bank and reconnecting it to the global SWIFT system - had not been met.

He said the latest UN proposals to revive that export corridor for Ukrainian agricultural products were "simply not realistic".

Jitendra Singh said Jammu and Kashmir has an important role to play in India's growth story as it emerges as a powerful country in the next 25 years, as envisaged by Prime Minister Narendra Modi.

"The prime minister says India will emerge as a powerful nation in the world in the next 25 years and in that journey of development, Jammu and Kashmir has an important role to play," he said.

Delhi Woman Pours Acid On Daughter-In-Law, Arrested: Cops

A 49-year-old woman was arrested on Friday for allegedly attacking her daughter-in-law with acid in their house in northeast Delhi's New Usmanpur area, the police said.

Anjali allegedly attacked her 22-year-old daughter-in-law with acid on Wednesday. The woman suffered 25 per cent burn injuries and is currently hospitalised, they said.

The incident took place on Wednesday in their house in New Usmanpur here, where the victim lives on the second floor and her in-laws reside on the ground floor, Deputy Commissioner of Police (North East) Joy Tirkey said.

The victim has been married for the past two years and has a six-month-old daughter, he added.

Anjali had filed a suit for eviction against her daughter-in-law in Karkardooma Court, Mr Tirkey said.

On Wednesday, both parties attended a court hearing on the matter. After returning to their house, Anjali, in a fit of rage, attacked her daughter-in-law and poured acid on her, he added.

The woman's in-laws, including the accused, fled after the incident and took shelter at an acquaintance's house in the Sant Nagar area of Burari, from where Anjali was arrested on Friday, the police said.

The 22-year-old victim was rushed to the JPC Hospital from where she was referred to the LNJP Hospital and is still being treated for acid burns, the DCP said.

Based on the victim's statement, an FIR under sections 323 (voluntarily causing hurt), 326A (causing grievous hurt by use of acid), and 34 (common intentions) of the Indian Penal Code has been registered against the accused at New Usmanpur police station, he added.

The case is under investigation and more arrests are likely in the case, the DCP said.

The Delhi Commission for Women (DCW) issued a notice to the police on Thursday seeking an action-taken report on the matter, along with a copy of the FIR.

The CBI has booked the principal of Kendriya Vidyalaya, Waltair, for allegedly admitting 193 ineligible students on the basis of fake service certificates purportedly issued by various Central government departments by taking bribes from their parents, officials said Thursday.

The CBI has registered two FIRs against Principal S Sreenivasa Raja pertaining to the admission of 124 ineligible students during the academic year 2022-23 and 69 such students for 2021-22, they said.

The agency has alleged that Raja conspired with the parents of ineligible students, provided admission to them into various classes without verifying the applications and service certificates, and received undue pecuniary advantage to his bank accounts with the State Bank of India and the Union Bank of India through UPI mode.

The irregularities were detected by the CBI during a joint surprise check conducted by its Visakhapatnam unit on May 3 and 4 this year at Kendriya Vidyalaya, Waltair, in order to verify the admissions provided by Raja for 2022-23.

"Raja conspired with the parents of ineligible students and provided admissions to ineligible students of various classes...and received a pecuniary advantage in lieu of providing the admissions," the FIR said.

The action against Raja was initiated after getting sanction from the commissioner of the Kendriya Vidyalaya Sangthan.

Union Finance Minister Nirmala Sitharaman on Wednesday said that the success of Chandrayaan-3 will have a big impact on India's industrial and technological ecosystem.

While speaking in the Rajya Sabha, the Union Minister briefed the House about the Chandrayaan-3 mission of the Indian Space Research Organisation (ISRO).

"In 1975, we launched our first satellite Aryabhatta with the help of the Soviet Union's (USSR). Now, the success of Chandrayaan-3 will have a big impact on India's industrial and technological ecosystem. Although we needed help from the Soviet Union to launch our first satellite Aryabhatta, today we have launched 431 foreign satellites for other countries till July 2023," Ms Sitharaman said in the Upper House.

The Minister also praised ISRO's innovative choices in the Chandrayaan-3 project, like choosing a route that allows a cost-effective and sustainable method of accomplishing the project.

"Chandrayaan-3 mission cost only around US $75 million (approximately). Our Chandrayaan-3 mission commanded a lesser budget than some movies made on space itself...," she said.

Notably, day 3 of the Parliament special session witnessed a debate on the women's reservation Bill in the Lok Sabha, while the Rajya Sabha discussed India's space journey focusing on Chandrayaan-3's successful soft-landing on the moon.

India took a giant leap as the Chandrayaan-3 lander module successfully landed on the moon's South Pole on August 23, making it the first country to have achieved the historic feat and bringing to an end the disappointment over the crash landing of the Chandrayaan-2, four years ago.

After having landed, the Vikram lander and the Pragyan rover performed different sets of tasks on the lunar surface, including finding the presence of sulphur and other minor elements, recording relative temperature, and listening to movements around it.

The stated objectives of Chandrayaan-3, India's third lunar mission were a safe and soft landing, rover roving on the Moon's surface, and in-situ scientific experiments. Meanwhile, the Vikram lander and Pragyan rover are in "sleep mode", with awakening expected around September 22.

A black male high school student in Texas was suspended from school twice for wearing his hair in twisted dreadlocks. After serving his first in-school suspension, he returned to school the next day with his hair in the same style. He was immediately suspended again.

Darryl George, a junior at Barbers Hill High School in Mont Belvieu, received multiple disciplinary action notes and was placed on in-school suspension for wearing his locs hairstyle in a ponytail, his mother, Darresha George, told CNN.

She said Darryl was suspended the same week the state's CROWN Act, a law prohibiting discrimination based on one's hair texture or protective hairstyle such as locs and braids, went into effect.

According to CNN, school officials told George his loc hairstyle violated the Barbers Hill Independent School District dress and grooming code, which states, "Male students' hair will not extend, at any time, below the eyebrows or below the ear lobes."

Darresha George mentioned that her son is feeling frustrated because of the current situation.

"He's very anxious and very aggravated right now because he keeps getting punished for something that's irrelevant to his education," she said.

"He has to sit on a stool for eight hours in a cubicle. That's very uncomfortable. Every day he'd come home, he'd say his back hurts because he has to sit on a stool," she told NBC News.

In George's family, all the men have dreadlocks, going back generations. To them, the hairstyle has cultural and religious importance, his mother said.

"Our hair is where our strength is; that's our roots," Darresha George said. "He has his ancestors locked into his hair, and he knows that."

George stated that her family has retained legal representation and is contemplating taking legal action.

At least 24 people were killed and 35 injured on Monday, when a bus careened off the edge of a rural mountain road in southeastern Peru, according to police and health officials.

The accident occurred before dawn, when a bus traveling between two Andean towns overturned and fell into a 200-meter-deep ravine in the region of Huancavelica, a police official told AFP.

"The number of dead has risen to 24, including two children," the health ministry posted on social media. The police had earlier reported 20 deaths.

An accident in the same region last month left 13 people dead and five seriously wounded.

Accidents frequently occur along Peruvian highways due to speeding, poor road conditions, lack of signage and poor enforcement of traffic rules.

The World Health Organization estimated 4,414 road fatalities in Peru in 2019, or 13.6 per 100,000 inhabitants.

Microsoft's Pavan Davuluri will lead a team focused on Windows software, devices portfolio and semiconductor chips, the company said on Monday, while announcing the departure of longtime product chief Panos Panay.

The team led by Davuluri will "build silicon, systems and devices that span Windows, client and cloud for an AI world," according to a staff email by Rajesh Jha, executive vice president of experiences and devices group at Microsoft. Reuters has seen a copy of the email.

Microsoft has made big bets on generative AI, integrating the technology into a wide array of its products, including cloud, search and productivity software and services such as its Office suite.

The rejigging of teams comes as Panay steps down after nearly 20 years with the Redmond, Washington-based company, where he helmed the creation of the Surface line of computers and more recently oversaw the launch of the Windows 11 operating system.

Davuluri will report to Microsoft Chief Executive Officer Satya Nadella, the email said. 

Microsoft is also creating a team to work on web services and Windows experiences with a focus on AI-based offerings.

The company is hosting a "special event" on September 21, where it is expected to announce updates to its Surface lineup, among other updates.

iOS 17 will improve the company's proprietary wireless sharing mechanism, AirDrop. You can simply bring two devices together to share a file, start a SharePlay session, or play a game together. In addition to bringing your phone close to another user to share different types of data, you can also use a new feature called NameDrop that will allow you to share contact information — including your Contact Poster — with another user. 

StandBy mode

While Apple's smartphones have supported wireless charging since the iPhone 8, the company is finally adding support for a way to show useful information while its handsets are charging. After updating your iPhone to iOS 17, you will be able to see Live Activities, notifications, widgets, and Siri from your smartphone display, while it is in a horizontal position — the feature will work with both wired and wireless chargers.

Safari Profiles and Private Browsing Lock

Apple's web browser is gaining a few new tricks with the latest iOS 17 and macOS Sonoma update. Private Browsing tabs will be locked behind Face ID or Touch ID, which means unauthorised users won't be able to gain access without your consent. Safari is also gaining support for multiple profiles that will allow you to separate their cookies, bookmarks, and browsing history and switch across them for work and personal use. US Auto Union Chief Warns Ready To 'Amp Up' Strike If No Deal

Workers and management from the iconic "Big Three" auto giants were to face off at the negotiating table Saturday on the second day of a strike threatening to disrupt the economy and rock the 2024 presidential election campaign.

After a failed last-minute push by General Motors, Ford and Stellantis to produce an agreement before the deadline late Thursday, United Automobile Workers members walked out Friday.

They appeared determined to stick with the action, even as Ford quickly announced that ripple effects from the walkouts meant temporary layoffs of 600 jobs.

UAW President Shawn Fain said late Friday that it wasn't true "negotiations have broken down."

However, he added that "our members and allies are standing strong at the picket lines. Anyone who wants to stand with us can grab a sign and hold the line."

"Tomorrow, we expect to be at the bargaining table," he said. "All three companies have received a comprehensive counteroffer from our union, and we await their response."

Only about 12,700 of the 150,000 workers represented by the UAW are on strike. However, the decision by the rival companies' employees to act in unison sent a powerful message in their battle for pay increases of 40 percent.

The upheaval in the crucial sector, involving brands like Jeep, threatens the US economy in a period of strong growth and inflationary pressure.

President Joe Biden, who is seeking reelection next year, gave his backing to the strikers, saying he understood their "frustration."

Speaking on live TV from the White House, Joe Biden said workers had not been able to benefit from enormous corporate profits, which exceeded $20 billion for the three giants in just the first half of 2023.

"The companies have made some significant offers but I believe they should go further to ensure that record corporate profits mean record contracts for the UAW," the Democrat said.

Underlining the unions' political clout, leftist Senator Bernie Sanders and Michigan's Democratic governor, Gretchen Whitmer, addressed a crowd of strikers late Friday.

"This is the richest country in the history of the world and families in this country and families in the auto industry should not have to live under this kind of stress," Sanders said.

Fain said the union would strike at one plant at each company: a GM factory in Wentzville, Missouri; a Stellantis facility in Toledo, Ohio; and a Ford plant in Wayne, Michigan, but only in the final assembly and paint operations.

The threat however was clear that the strike could expand.

Many hourly workers say the auto giants must produce significantly better packages to make up for what they call meager wages and benefit cuts after the 2008 financial crisis, when both GM and Chrysler, now part of Stellantis, underwent bankruptcy reorganizations.

"This company has been making money off of us for years," said Paul Sievert, who has worked at Ford's Wayne plant for 29 years. "I think it's time that we got back."

Sticking points also include raising pay and benefits for junior employees to match the level of more seasoned workers, who currently make a top rate of around $32 an hour.

General Motors upped its offer Thursday, lifting a proposed wage increase to 20 percent. The company had previously proposed an 18 percent rise, according to the UAW.

In a statement Friday, GM said it would "continue to bargain in good faith with the union to reach an agreement as quickly as possible."

Gearing up for the upcoming Assembly and Lok Sabha polls, the Congress on Saturday made a strong pitch for social justice and resolved to make the INDIA bloc an "ideological and electoral success" to free the country from "divisive politics".

After about five hours of deliberations at the first meeting of the reconstituted Congress Working Committee, the party also called for the passage of the women's reservation bill in the upcoming special session of Parliament, conducting a caste census and increasing the limit of reservation for SCs, STs and OBCs.

The resolution also rejected the idea of "one nation, one election", calling it an attack on the federal structure.

This was the first meeting of the CWC which was reconstituted by party chief Mallikarjun Kharge on August 20. This is also after years that the CWC has met outside of Delhi, a move seen as an attempt to consolidate the support base in poll-bound Telangana and go all out to oust the BRS from power in the state.

The CWC "wholeheartedly" welcomed the continuing consolidation of the Indian National Developmental Inclusive Alliance (INDIA) claiming it has already rattled Prime Minister Narendra Modi and the BJP.

"The CWC reiterates the Congress party's resolve to make the INDIA initiative an ideological and electoral success so that our country is freed from divisive and polarising politics, the forces of social equity and justice are strengthened, and the people get a Union Government that is responsible, responsive, sensitive, transparent and accountable," the resolution read.

The CWC also demanded that the women's reservation bill be passed during the special session, beginning Monday.

"The CWC also calls for increasing the existing upper limit of reservations for Scheduled Castes, Scheduled Tribes and OBCs," the resolution said.

Expressing grave concern at rising unemployment and rise in prices, it said Prime Minister Modi's so-called Rozgar Melas are a "hoax to cover up the abject failure" to create, as promised, two crore jobs a year.

"The failure to conduct the decennial Census, due in 2021, is a national and an international shame," the party said in its resolution.

"The CWC also underlines the stubborn refusal of the Modi government to conduct a Caste Census," the resolution said, adding that this refusal in the face of a universal demand has exposed the BJP's lack of commitment to social and economic justice and its bias against backward classes, Dalits and tribal people.

The CWC also summarily rejected any call for a new Constitution and termed the argument that the basic structure of the Constitution can be changed as "mischievous".

The Modi government's "assault on the Constitution" must be condemned and resisted by all democratic forces to safeguard the foundational ideas of the Constitution drafted by B R Ambedkar and his compatriots, the party resolution said.

The CWC also alleged that the Modi government has systematically undermined federalism through overriding legislation, reduction in the states' share of tax revenues, misuse of the office of governor, creating roadblocks in implementing schemes and programmes in Opposition-governed states.

In his opening remarks at the meeting, Mr Kharge claimed that the country is facing "serious internal challenges" and alleged that the BJP was "adding fuel to the fire" to flare up incidents of violence like in Manipur and Haryana that tarnish the image of a progressive and secular India.

Mr Kharge also referred to the upcoming special session of Parliament to caution party workers of the government's "intentions" and alleged that "it wants a Parliament without the opposition".

He also said the party demands an immediate start of the 2021 Census process along with a caste census to ensure that rights of deprived sections of society are safeguarded.

"Today, the country is facing many serious internal challenges. The whole world witnessed the heart-wrenching incidents in Manipur. The Modi government ensured that the fire of Manipur violence reached Nuh in Haryana. Due to incidents of violence there, communal tension spread in Rajasthan, Uttar Pradesh and Delhi," Mr Kharge alleged.

"These incidents tarnish the image of modern, progressive and secular India. In these circumstances, the ruling party, communal organisations and a section of the media are adding fuel to the fire. It destroys the secular fabric of the country. We have to together identify and expose such forces," the Congress chief asserted.

Briefing reporters on the deliberations at the CWC, senior Congress leader P Chidambaram said if the BJP puts forward the mirage of "one nation, one election" it is only to divert attention from the pressing issues and to create a false narrative.

He also accused the government of "complete failure" on the political, economic and national security fronts and claimed there is a challenge to the constitutional and federal structure of the country under the BJP.

The CWC resolution also noted that parliamentary debate and scrutiny "have all but disappeared" and far-reaching legislations are hurriedly pushed through without proper scrutiny and discussion.

"The Chief Election Commissioner and Other Election Commissioners (Appointment etc) Bill introduced in Parliament will severely compromise the independence of the Election Commission to conduct free and fair elections," the party claimed.

The CWC also unequivocally condemned the incursions by China into Indian-held territory and the repeated provocations like publishing maps that include Arunachal Pradesh and other parts of India.

"The CWC calls upon the government to come clean on the border dispute with China and take a resolute stand against any challenge to the territorial integrity of India," the resolution said.

Talking about social harmony, the party resolution said the CWC stands with people for communal harmony, social and economic fraternity, fulfilment of the aspirations of youth, and for a strong, proud and respected nation enjoying an honoured place in the international community.

"The CWC pledges to restore a nation of which every Indian, irrespective of caste or religion, whether rich or poor, young or old, can be proud," the resolution said.

Top Congress leaders, including Mr Kharge, former party chiefs Sonia Gandhi and Rahul Gandhi, Rajasthan Chief Minister Ashok Gehlot, Chhattisgarh CM Bhupesh Baghel, Himachal Pradesh CM Sukhvinder Singh Sukhu and Karnataka CM Siddaramaiah, participated in the discussion at the new CWC meet focusing on preparing a comprehensive road map for ensuring the party's victory in the upcoming assembly polls in five states and the 2024 Lok Sabha elections.

Priyanka Gandhi Vadra and other senior leaders including KC Venugopal, P Chidambaram, Jairam Ramesh and new young members also participated in the discussions.

The CWC meeting began around 3 pm, soon after the unfurling of the party flag at the Taj Krishna Hotel here.

The deliberations would continue on Sunday during the extended working committee session with a focus on the strategy for upcoming assembly polls in five states and the Lok Sabha elections.

Two cargo vessels were bound for Ukrainian ports on Saturday, becoming the first ships to use a temporary corridor to sail into Black Sea ports and load grain for African and Asian markets, Deputy Prime Minister Oleksandr Kubrakov said.

Ukraine last month announced a "humanitarian corridor" in the Black Sea to release ships trapped in its ports since the start of the war in February 2022 and to circumvent a de facto blockade after Russia abandoned a deal to let Kyiv export grain.

Five vessels have so far left the port of Odesa, using the corridor which hugs the western Black Sea coast near Romania and Bulgaria.

Ukraine, a leading global food producer and exporter, also wants to use the corridor for its food exports.

The bulk carriers "Resilient Africa" and "Aroyat" were making their way through the Black Sea to Ukrainian ports to load almost 20,000 tons of wheat for Africa and Asia, Mr Kubrakov said.

Data from ship tracking company MarineTraffic showed that the "Aroyat" was already at Ukraine's Chornomorsk port, while the other vessel was en route in the Black Sea.

Ukraine's Agriculture Ministry said on the Telegram messaging app that the wheat would be shipped to Egypt and Israel.

"While the UN is not involved in the movement of those vessels, we welcome all efforts for the resumption of normal trade, especially of vital food commodities that help supply and stabilize global food markets," a UN official, speaking on condition of anonymity, told Reuters.

"We continue our efforts to facilitate exports for agricultural products from both Ukraine and the Russian Federation."

The loadings are a test of Ukraine's ability to reopen shipping lanes at a time when Russia is trying to re-impose its de facto blockade, having abandoned the grain deal in July. Moscow has launched frequent drone and missile attacks on the Ukrainian grain export infrastructure.

The Black Sea grain deal was brokered by the UN and Turkey in July 2022 to combat a global food crisis worsened by Russia's invasion of Ukraine. Ukraine and Russia are among the world's top grain exporters.

Ukraine made several attacks in recent days using sea drones and missiles on Russia's Black Sea naval fleet in and around the Crimean peninsula, which was annexed from Ukraine by Russia in 2014.

A Pakistani court on Saturday raised an objection on a petition to reopen the case of Independence movement hero Bhagat Singh's sentencing in 1931. The petition sought the setting aside of the sentencing by exercising the principles of review, and honouring the freedom fighter with posthumous state awards.

Singh was hanged by the British on March 23, 1931, along with his comrades Rajguru and Sukhdev, after being tried under charges of hatching a conspiracy against the British regime.

Singh was initially jailed for life but was later sentenced to death in another "fabricated case".

On Saturday, the Lahore High Court (LHC) raised an objection to reopening the decade-old case and constitution of a larger bench to listen to the petition that pleads to set aside the sentence of Singh by exercising principles of review and ordering the government to honour him with posthumous state awards.

"The Lahore High Court on Saturday raised an objection to reopen the Bhagat Singh case and constitution of a larger bench for its early hearing. The court objected that the petition is not maintainable for the constitution of a larger bench," Advocate Imtiaz Rashid Qureshi, chairman of the Bhagat Singh Memorial Foundation and one of the petitioners, told PTI.

Mr Qureshi said that the petition of a panel of senior lawyers, of which he is part, has been pending in the LHC for a decade.

"Justice Shujaat Ali Khan in 2013 had referred the matter to the chief justice for the constitution of a larger bench, since then it has been pending," he said.

The petition says that Bhagat Singh fought for the independence of the sub-continent.

It states that Singh is respected in the subcontinent not only by the Sikhs, and Hindus but also Muslims. The founder of Pakistan, Muhammad Ali Jinnah, had paid tribute to him twice during his speech in the Central Assembly.

"It is a matter of national importance and should be fixed before a full bench," Mr Qureshi pleaded.

He said Singh's name was not mentioned in the First Information Report of the murder of British police officer John P Saunders for which he was sentenced to death.

About a decade ago, the Lahore police had searched through the records of the Anarkali police station on the court's order and managed to find the FIR of the murder of Saunders.

Written in Urdu, the FIR was registered with the Anarkali police station on December 17, 1928, at 4.30 pm against two 'unknown gunmen'.

The case was registered under sections 302, 120 and 109 of the Indian Penal Code.

Mr Qureshi said that the special judges of the tribunal handling Bhagat Singh's case sentenced him to death without hearing 450 witnesses in the case.

Singh's lawyers were not given the opportunity to cross-question them, he said.

"We will establish Bhagat Singh's innocence in the Saunders case," Mr Qureshi said.

"We have arrested Shokeen and his wife Kamerbetoon alias Mahi, both residents of Okhla in New Delhi, regarding the unlawful conversion of a Dalit man," Superintendent of Police (SP) Abhishek said.

The couple allegedly converted the man to Islam a few days ago, he said.

The police have lodged a case against the couple under provisions of the Indian Penal Code and the UP Prohibition of Unlawful Conversion of Religion Act.

"The accused are also said to be involved in the conversion of some other people from the village. Our teams are investigating," the police officer said.

Teen Dies By Suicide In UP's Kanpur, Case Against Relative For Rape

A 17-year-old girl killed herself by consuming poison after which her distant relative was on Thursday booked on the charges of rape and abetment to suicide, police said.

The girl committed suicide at her house on September 11. She was admitted to a private hospital and discharged the next day. However, her condition deteriorated a few hours later and she was again rushed to a government hospital where she succumbed, they said.

Deputy Commissioner of Police (West) Lakhan Singh Yadav said a suicide note was recovered from the victim's home following which a case was filed against accused Rohit (20) at Rawatpur police station on the complaint of the minor's father.

Rohit, a resident of Sajeti, who raped the minor on several occasions is said to be her distant relative, he said.

The FIR has been lodged under the Indian Penal Code sections 376 (rape), 306 (abatement of suicide), 506 (criminal intimidation) and relevant sections of the Protection of Children from Sexual Offences (POCSO) Act, the DCP said.

The accused has been missing since the incident, police said, adding that Rohit's 54-year-old was on Thursday detained for questioning to know about his whereabouts.

The body has been sent for a post-mortem and an investigation is underway.

One of the major reasons behind the students' poor mental health in India's coaching hub Kota that often prompts them to take extreme steps is "parents telling them there is no going back", the police and district officials said as record student suicides rock "Kota factory".

Top coaching institutes also claimed that a majority of parents refuse to accept feedback and want their children to continue preparing for engineering and medical entrance exams anyway.

The comments came on a day when a 16-year-old NEET aspirant allegedly died by suicide in her hostel room in the city. She is the 23rd Kota student to have died in this manner, the highest number for any year. Last year, the figure was 15.

From reaching out to parents about possible signs of depression in their children, no aptitude for the particular subject or career, and their inability to live away from home, the police and coaching institutes said that their communications to parents are often met with resistance and a majority of them refuse to accept these.

"Amid our interactions with the students, we found a student who was visibly depressed. I decided to call his father. His response was: 'Ye to auron ko depress kar de. Aisa kuch nai hain (He can depress others. This is nothing)'. The father refused to accept there is an issue which needs his attention or intervention," senior Kota police officer Chandrasheel Thakur told news agency PTI.

"When I insisted him to come and take his son home for a few days, the man kept giving me excuses abiut not get a train reservation so soon. Only after I threatened him with an FIR did he agree to come. But I was left thinking that if it took me so long to convince him, certainly his son did not stand a chance... Parents tell their own children that there is no going back," he added.

Mr Thakur heads a students' cell to reach out to students and make attempts to detect early signs of stress and depression.

A representative of a top coaching institute who did not wish to be identified told PTI, "In the last one year, we have reached out to over 50 parents telling them clearly that their child is not fit for this exercise and needs to be with them. At least 40 of them did not agree to take their child back home or withdraw from coaching. Others who paid some heed to the advice, withdrew from our coaching but shifted them to other institutes. Such is the rigidity."

"We also organise counselling sessions and activities for parents but the attendance during such initiatives is very low. Parents often cite their inability to travel due to engagements or financial issues," he said.

Over 2.5 lakh students move to Kota annually to prepare for competitive exams such as the Joint Entrance Exam (JEE) for engineering and the National Eligibility-cum-Entrance Test (NEET) for admission to medical colleges.

Packed schedules, cut-throat competition, constant pressure to do better, the burden of their parents' expectations and homesickness are among the common struggles of the students here.

Kota District Collector OP Bunkar said parents have genuine intent behind sending their children to the coaching hub but they should be ready to accept and act if their child is not able to cope for any reason.

"We often hear parents saying that we have spent so much money. Many deposit fees after lot of struggle. So it often becomes hard for them to accept the reality. They believe that their child can do it but is not doing it intentionally or is not working hard enough. Students often are not able to convince their parents or when they communicate their concerns, they are not heard. This is a huge contributing factor to stress among students," he told PTI.

Authorities in Kota asked coaching institutes to stop conducting routine tests of students preparing for NEET and other competitive exams for the next two months amid rising suicides.

Psychiatrist Dr Neena Vijyvargia who counsels coaching students at the Health Mind Clinic, said many parents believe their children are "acting" when he reports their inability to perform or stress.

"I call parents, they say: "Ye natak kar raha hoga (he must be acting)". They are not ready to believe that not becoming a doctor or engineer is not a sign of failure. Parents don't realise that motivating their children or pushing them to do better is one thing and pushing them to the brim is another," she said.

A 35-year-old man in Gurugram allegedly died by suicide while he was live-streaming on Instagram from a hotel room, the police said. The man has been identified as Vikram, they added.

His wife, Neeru, has accused a woman of blackmailing him and forcing him to take the step.

In her complaint, Neeru, a native of Hisar, claimed Vikram was invited to a hotel in Sector 38 by his friend Anshi to celebrate her birthday.

"At the hotel, my husband was forced to die by suicide and stream it live on Instagram. She was constantly blackmailing Vikram and demanding money from him. She had some objectionable videos of them which she threatened to make upload online. She tortured Vikram twice and forced him to kill himself," Neeru said in her complaint, according to the police.

The couple lived with their two children in Gurugram's Rajendra Park area, she said.

Following her complaint, an FIR was registered against the female friend under the Indian Penal Code for abetment to suicide, the police said.

"An FIR has been registered against Anshi, a native of Himachal Pradesh, as per the complaint. We are verifying the facts and action will be taken as per the law," said Inspector Subhash Chand.

Chief Minister Eknath Shinde on Monday said his government is committed to giving reservations to the Maratha community by proving its social and educational backwardness.

He was speaking to reporters at Pune's Bhimashankar Temple, one of the 12 'jyotirlingas' in the country.

"It is our clear stand to give reservations to the Maratha community. When Devendra Fadnavis was chief minister (between 2014 and 2019), we had given reservations to the Maratha community but it was set aside by the Supreme Court," he said.

"It is our priority to prove that the Maratha community is backward on social and educational grounds. We are giving first preference to it and dedicated committees are working on it. Time should be given to the government," the chief minister said.

Mr Shinde said he had assured Manoj Jharange Patil, who has been on hunger strike in Jalna district for the past several days, that the Maharashtra government was fully with the Maratha community.

"We do not want to cheat anyone by taking any (weak) decision. A decision which we take must stand the legal test. The government's stand is that reservations given to the Maratha community must be foolproof," he said.

Asserting that reservations must be given to the Maratha community without affecting such facilities of other groups, Mr Shinde asked opposition parties to cooperate with his government.

Additional Solicitor General SV Raju, appearing for the Enforcement Directorate (ED), told a bench comprising Chief Justice DY Chandrachud and Justices PS Narasimha and Manoj Misra that Preeti Chandra has applied for a grant of Indian citizenship.

The court took note of the submissions of the law officer that Ms Chandra's passport issued by the Dominican Republic was with the ED's investigating officer probing the money laundering case.

The bench ordered her to submit her passport at the embassy of the Dominican Republic to renounce her citizenship of the Caribbean nation.

The bench, however, refused to modify one of the bail conditions that she will not leave the national capital region without prior leave of the court.

The counsel for Preeti Chandra said an advertisement has been placed in newspapers about her seeking to give up citizenship of the Dominican Republic.

Earlier, the top court had asked the Centre to apprise it of its stand on the proposed citizenship renouncement. She has sought the restoration of her Indian citizenship.

Her advocate Kapil Sibal had earlier told the court that pursuant to the Delhi High Court order she has decided to give up her citizenship of the Dominican Republic and sought Indian citizenship for her so she doesn't become stateless. The bench had noted she would apply for an Indian citizenship and the application may be processed in accordance with law.

It had extended the time for compliance with the High Court order for surrendering her citizenship.

"Dominican Republic citizenship you (Chandra) have to give up because I am also aware of how much money has gone abroad in the Cayman Islands and other things. Fortunately, because of our orders, all this came to light," Justice Chandrachud observed.

The top court on August 4 refused to interfere with the Delhi High Court order granting bail to Preeti Chandra in the case by disallowing the ED's plea seeking cancellation of relief.

The ED registered a case under various sections of the Prevention of Money Laundering Act (PMLA) against the Unitech Group and its promoters over allegations that the owners Sanjay Chandra and Ajay Chandra illegally diverted over Rs 2,000 crore to Cyprus and the Cayman Islands.

The money laundering case arose from a number of Delhi Police and CBI FIRs filed by the home buyers against the Unitech Group and its promoters. A charge sheet has already been filed before the trial court.

It has been alleged that funds collected from home buyers for housing projects were not utilised for their intended purpose, that the buyers were cheated, and that the accused committed the offence of money laundering.

The allegation against Preeti Chandra, according to the prosecution, is that she received the proceeds of crime totalling Rs 107 crore in her company Prakausli Investments Pvt Ltd, but did not disclose how the money was used.

With Eye On China, US And Vietnam Sign Historic Pacts During Biden Visit

U.S. President Joe Biden on Sunday secured deals with Vietnam on semiconductors and minerals as the strategic Southeast Asian nation lifted Washington to Hanoi's highest diplomatic status alongside China and Russia.

The U.S. has been pushing for the upgrade for months as it sees the manufacturing dynamo as a key country in its strategy to secure global supply chains from China-related risks.

A half-century after a lengthy and brutal Cold War-era conflict, Biden arrived in Hanoi to a ceremony organised by the ruling Communist Party that included school children waving American flags and honour guards carrying bayoneted rifles.

Biden noted the strides that had been taken toward improved ties.

"We can trace a 50-year arc of progress between our nations, from conflict to normalization, to this new elevated status," he said.

The partnership with Vietnam is part of the Biden administration's push "to demonstrate to our our Indo-Pacific partners and to the world, the United States is a Pacific nation and we're not going anywhere," Biden told reporters after the meeting in Hanoi.

Vietnam is navigating frosty relations between Washington and Beijing as the tech and textile exporter seeks its own foothold in the international competition to be a low-cost manufacturing hub.

Top Chinese officials, possibly including President Xi Jinping, are expected to visit Vietnam in the coming days or weeks, officials and diplomats said, as Hanoi seeks to maintain good relations with all super powers.

Biden also said in Hanoi he had talked with Xi's deputy at the G20, and that the two talked about stability.

Communist Party General Secretary Nguyen Phu Trong, 79, remarked on the 80-year-old U.S. president's appearance inside party headquarters, saying "You have nary aged a day and I would say you look even better than before."

RUSSIAN ARMS TALKS

Vietnam's longstanding relationship with Russia faces tests over the war in Ukraine, including talks with Moscow over a new arms supply deal that could trigger U.S. sanctions.

Reuters has seen documents describing talks for a credit facility that Russia would extend to Vietnam to buy heavy weaponry, including anti-ship missiles, antisubmarine aircraft and helicopters, antiaircraft missile systems and fighter jets.

One of them, a letter sent in May by Vietnam's Prime Minister Pham Minh Chinh to the Russian government, showed interest in the possible new deal.

A Vietnamese military officer confirmed the authenticity of the letter and the talks for a new $8 billion credit facility to buy heavy weaponry.

A spokesperson for Vietnam's foreign ministry did not respond to multiple requests for comment on the documents, which show Moscow pushing for months for a loan deal that would bypass Western sanctions on Moscow.

Hanoi is in similar talks with multiple arms suppliers, including the United States. In recent weeks, Vietnam has engaged in several high-level defence meetings with top Russian officials.

The U.S.- Vietnam upgrade will include a security dimension, Jon Finer, the U.S. principal deputy national security adviser, told reporters on Sunday, while on the plane with Biden to Vietnam from a Group of 20 summit in India.

He said he had no arms deals to announce at this stage but stressed that the U.S. and its partners could offer Vietnam help to diversify away from Russian military supplies, an offer which he said Vietnam was receptive to.

That would help Vietnam reduce military reliance on Moscow, "a relationship we think they are increasingly uncomfortable with," Finer said.

CHIPS, RARE EARTHS

Biden's visit comes as bilateral trade and investment ties are growing and a long-simmering territorial dispute between Vietnam and China heats up in the South China Sea.

Vietnam Airlines is expected to sign an initial agreement to buy about 50 Boeing (BA.N) 737 Max jets in a deal valued at $10 billion, timed to the trip.

Highlighting Vietnam's growing importance as a "friendshoring" destination for U.S. technology companies, executives from Google, Intel, Amkor, Marvell, GlobalFoundries and Boeing are expected to meet on Monday with Vietnamese tech executives and Secretary of State Antony Blinken in Hanoi.

Still, semiconductors are the centrepiece of an action plan adopted during Biden's visit, U.S. officials said.

Besides possible announcements by U.S. corporations, it is unclear what else the the partnership could mean. The US government has $100 million a year for five years available under the CHIPS Act to support semiconductor supply chains globally. A large part of it could go to Vietnam, officials said.

More support to train skilled workers is also part of the deal, as Vietnam faces a major shortage of engineers in the chips sector.

Another key issue is strengthening supply chains of critical minerals, especially rare earths, of which Vietnam has the world's largest deposits after China, according to U.S. estimates, officials said.

Two people familiar with the plans said an agreement on rare earths was expected during Biden's visit, which ends on Monday when he flies back to America.

Details, however, are scant. Past attempts by U.S. companies to partner with Vietnamese rare earth firms have not succeeded, according to a person involved in one recent plan.

Human rights remain a controversial issue, with U.S. officials regularly criticising Hanoi for jailing activists and limiting freedom of expression. Vietnam may show goodwill, with diplomats suggesting activists could be freed.
